Gresham is not Portland

A lot of Gresham owners get advice written for Portland. Some of it doesn’t apply, and Gresham has a rule of its own that Portland doesn’t: every rental unit needs a city license.

Here is what applies to a Gresham rental, with a link to the source for each one. We follow all of it for the homes and buildings we manage.

What applies to a Gresham rental

A city license for every rental unit

The City of Gresham requires a residential rental license for every rental unit: houses, duplexes, apartments, condos and mobile homes. It renews every year. From July 2026 through June 2027 it costs $92 a unit for a property with one or two units, and less per unit for larger properties. The city raises the fee 5% a year starting July 2027. Gresham Rental Housing Program.

Inspections

A licensed unit can be picked at random for a city inspection, and the city also inspects when a resident files a complaint. For the homes we manage, we schedule the inspection, meet the inspector and arrange any repairs it calls for, with your approval for anything over $500.

The city’s rights document at lease signing

Gresham requires owners to give residents its “rights and responsibilities of tenants and landlords” document when the lease is signed, signed by both sides. City of Gresham.

Portland’s rules stop at the city line

Portland’s relocation assistance, its application and screening rules and its security deposit rules apply only to rentals inside Portland city limits. A Gresham rental follows Oregon law and Gresham’s code. City of Portland.

Oregon law still applies

Rent can’t go up in the first year of a tenancy, and every increase needs 90 days’ written notice. The most it can go up is 9.5% in 2026 and 10% in 2027, unless the building is less than 15 years old. After the first year, a tenancy can end only for a tenant cause or a qualifying landlord reason, and a landlord with more than four units owes the resident one month’s rent when using a landlord reason. Oregon Office of Economic Analysis, ORS chapter 90.

Summary as of October 2026, not legal advice. Rules change; we keep up with them so you don’t have to.
